A radial background is a good way to show emphasis on an object. It is often good to combine this method with others to increase its visual effect. I'm sure you've seen this effect used on labels or even on various videos.
Create a document with dimensions 10px wide and 1px high. Color half of that document black and go to EDIT>>DEFINE PATTERN. Press OK. Close the document.
Create another document and make a new layer. Press CTRL+A to select all and go to EDIT>>FILL. Under the 'USE' option, pick 'PATTERN' and select the pattern you just made. Press Okay. Your document should now be filled with lines.
Go to Filters>>Distort>>POLAR COORDINATES press OK.
You should now have a radial background. You can do many neat things with this technique.
