Character Glow

This tutorial shows you how to make something look glowing.

First grab a picture with something in it that you want to have the glow effect.

Next, grab the polygonal Lasso Tool and trace around the object you want glowing. Press CTRL+C, make a new layer and press CTRL+V. You should now be left with only the object. Hide the original image.

Create a new layer and press CTRL+CLICK on the layer with the cutout image to get the selection. Fill the selection in the new layer with white. Place this layer under the original. You should have 2 layers now. One of the cut-out and one of the cut-out in white.

Now select the bottom layer(should be the layer with the selection filled with white) and goto Filter>Blur>Gaussian Blur and set the radius to 15. Grab your Smudge Tool and set the brush to something with a lot of noise(or specks). Start smudging away at the white glow until it looks good and you're done!
